Muncy office

She is a volunteer with the Parent Teacher Organization at her daughter’s school. In addition, Clark also enjoys gardening, cooking and spending time with her family.

New assistant vice
president for bank
West Milton State Bank welcomes Jack W. Emery to its community banking team as assistant vice president and small business lender, according to a news release. He is a graduate of Bloomsburg University with a bachelor’s degree in finance, and holds an MBA with a concentration in leadership from Bloomsburg University as well.
Emery brings over 23 years of banking experience to West Milton State Bank. He resides in Williamsport with his wife, Lisa, and children. Emery looks forward to establishing and fostering relationships with business customers in the Lewisburg and Watsontown markets, the news release said.

Betty Conner has been named state Department of Transportation district employee of the month for October, according to a news release.
Conner is the roadway program manager in the maintenance unit. She oversees planning and budgeting for the district and maintenance of the district office and county facilities.
She recently coordinated training for county and district employees. This training included the implementation of the E-payroll system for county foremen. Additionally, Conner provides planning training for county roadway programs coordinators and assistant county maintenance managers.
Over the last several years, Conner led efforts to improve the appearance and longevity of PennDOT facilities within the district, the news release said. These initiatives included landscaping improvements, carpet installation and bathroom renovations. She and her staff also coordinated improvements at county stockpiles and construction field offices.
In addition to her assigned duties, Conner has taken on several volunteer efforts. She also served a member of a statewide group working to update the Highway Foreman’s Manual and implement county modernization efforts. She regularly arranges unit luncheons and birthday celebrations to promote teamwork and improve employee morale.
According to the news release, she is highly regarded across the state for her knowledge of business warehouse reporting, procurement and budgeting. She also is respected by her co-workers in the district office for her professionalism and friendly attitude.
Conner, a 24-year PennDOT employee, lives in Stillwater with her husband Jim. They have a grown son, Dan.

According to a news release, certification is granted based upon the qualified candidate’s demonstration and mastery of the skills and knowledge of the intricate study of Medicaid planning.
The focus of a certified Medicaid planner is planning for Medicaid eligibility for long-term care assistance. The Medicaid system is one of the most complex government benefits systems ever created and people usually have to try to manage the system while also dealing with the personal hardship of the poor health or disability of a loved one. The certified Medicaid planner assists families in working through the Medicaid system by staying abreast of the frequent changes in Medicaid rules and has the skills and knowledge to help navigate this complex system, the news release said.
One of only four certified Medicaid planners in Pennsylvania, Missigman can help design and implement a Medicaid eligibility strategy for individuals and loved ones faced with the devastating financial implications of long-term nursing home care.
