Philly man found with crack, heroin
A man from Philadelphia recently was discovered on the ground, unconscious, with pockets full of narcotics in the 700 Block of Brandon Avenue. The man, who was allegedly laying on a pile of mulch unable to get up, had been reported to city police by several concerned citizens, authorities say.
Bruce Rozell Smith, 38, of 1919 Denny St. in Philadelphia, has been charged with possession of narcotics with intent to distribute, possession of heroin and cocaine, possession of drug paraphernalia and public drunkenness.
Authorities were dispatched for a man down, and at first believed they were responding to a possible stabbing victim, reports say. However, when they arrived at the scene, city police were unable to find anyone laying on the ground.
They did notice one man who was walking very slowly away from the area pushing a mountain bike. His clothing was disheveled and he appeared in some type of distress, authorities say.
“This person was very dirty and wet and was walking as if highly intoxicated, injured, or both,” police wrote in the affidavit.
“He was very dirty… as if he had been rolling in the nearby mulch, and he smelled strongly of alcohol,” police added in court record.
Smith explained that he had not been the victim of a fight, but admitted he recently had fallen into the mulch. He mentioned that he had been drinking the previous evening and had consumed a few drinks earlier that day, records state.
Authorities took Smith into custody for public drunkenness and began giving him a ride to a relative’s home. However, as they were headed out, a Susquehanna Health Security Officer, who had noticed Smith earlier, contacted police to tell them that Smith may have been trying to hide something in the mulch when he was on the ground.
The officer explained he had seen Smith laying in a section of mulch by himself, moving around and trying to get up. Police returned to the area and uncovered a baggie of crack cocaine in the mulch near where Smith had been laying, records state.
Police then searched Smith himself, and discovered a plastic bag containing 42 bags of heroin, $58, and a cellphone.
Smith was arraigned before District Judge Jon Kemp on July 14. He currently is incarcerated in lieu of $200,000 bail.
