Alleged heroin user lead police in high-speed chase

An alleged heroin user recently led police in a high-speed chase from Lycoming Mall Drive to Lime Bluff Road in Muncy Township.

Amanda L. Toner, 29, whose only address was listed as the Lycoming County Prison, has been charged with one felony count for fleeing or eluding an officer, two misdemeanour counts of reckless endangerment and resisting arrest and four summary traffic violations.

On July 12, officers from the Lycoming County Sheriff’s department were looking for Toner, who had three outstanding bench warrants, two of which were related to felony charges, according to court records.

“Toner is a known heroin user and was believed [to be] using again,” officers wrote in the affidavit.

Following a tip from an unidentified individual, police caught up with Toner as she was pulling into Woodlands Bank on Lycoming Mall Drive in Muncy. Toner pulled into the parking lot and let an unidentified passenger out of her vehicle.

However, Toner saw the police vehicles before officers could take her into custody, put her vehicle into reverse and sped out of the parking lot, leaving her passenger behind, records state.

Toner turned left onto John Brady Drive, heading towards Muncy with officers in pursuit, travelling up to 80 mph, according to court records.

Toner passed two vehicles in a no-passing zone, along John Brady Drive and forced one oncoming vehicle off the road, according to police.

She also allegedly ran a stop sign while turning from Shaddock Road onto Middle Road and ran another stop sign at the end of East Lime Bluff Road as she was turning onto Lime Bluff Road, according to the affidavit.

Officers from the Muncy Township and Hughesville police departments were waiting for Toner on Lime Bluff Road. When she saw them, she allegedly pulled over and was taken into custody.

Toner was arraigned on Aug. 6 before District Justice Jon E. Kemp and is incarcerated in lieu of $150,000 bail.
