Man accused of standing half-naked outside window
MANSFIELD – Kevin L. Brown, 54, of 592 Vista Lane, Covington, was charged by Blossburg police with indecent exposure, prowling and loitering and disorderly conduct after he allegedly was seen standing half-naked outside a Blossburg residence last week.
According to documents filed at District Judge James Carlson’s office, police were dispatched to 318 N. Williamson Road on Sept. 12 on a report of a male carrying a flashlight walking away from the residence.
Police located the male and identified him as Brown.
Police said he appeared to be under the influence of intoxicants and he was placed in custody without incident.
Donna Porter, the resident, said her teenage children were out and just prior to them returning home, she saw a flashlight in the window while checking on her younger sleeping children.
The two teens said they saw Brown standing outside the house with a flashlight in his hand and naked from the waist down.
They said his pants were on the ground a few feet from him.
They both said he was holding his penis and masturbating next to the residence.
They said they backed up their car and saw him pick up his pants and start to walk away.
Brown was jailed in lieu of $10,000 bail and his Sept. 18 preliminary hearing was continued to Oct. 2.
