Attempt to rape child alleged

LOCK HAVEN – City police have filed attempted rape and other charges against a Howard man related to an alleged incident involving a 12-year-old girl.

Joseph Samuel Emel Jr., 18, of Howard, is accused of attempting to rape the girl in July. City police charged Emel last Thursday.

Emel was being held at Clinton County Correctional Facility in lieu of $250,000 bail, according to information released by the Lock Haven Police Department.

Police charged Emel with seven felonies, including attempted rape, attempted rape of a child, criminal attempt of sexual assault, aggravated indecent assault of a child, aggravated indecent assault of a child under 13 years, indecent assault of a child under 13 years and corruption of a minor. Police also charged Emel with attempted statutory sexual assault.

His preliminary hearing is slated for today.
