City man accused of exposing himself and soliciting teenager

JERSEY SHORE – A Williamsport man has been jailed on charges that he allegedly solicited a teenage girl to have a sexual relationship with him, according to the Tiadaghton Valley Regional police.

In addition to the solicitation, Kevin L. Lumbard, 28, of 701 Pearl St., is alleged to have exposed himself to the girl through the social media platform Skype, police said.

The alleged incidents occurred in the borough over the weekend, police said.

Lumbard was taken into custody and arraigned early Sunday morning before District Judge Jon E. Kemp on charges of statutory sexual assault, unlawful contact with a minor, sexual abuse of a child and illegal use of a computer.

He was committed to the Lycoming County Prison in lieu of $150,000.
