Jailed alleged heroin addict facing new charges
Another charge have been lodged against a heroin addict who has a history of using aliases.
City police are just the latest law enforcement agency to file a charge against Joseph Andrew Northern, 33, of Chemung, New York, who has been jailed in the Lycoming County Prison since late March.
In the latest case, investigators have charged Northern with theft by deception for allegedly taking $850 from Cora Kozen in order to do improvements on her driveway at 463 Wilson St. but failing to do any work on the project, police alleged.
Northern, who also goes by the name of “Sonny” Andrew Northern, took the money from the woman on April 1 and he was to complete the project in two weeks, police said.
Following his arraignment before District Judge Jon E. Kemp, Northern was recommitted to the prison in lieu of $50,000 bail.
