Police: Man arranges multiple heroin deals

A Montoursville man was arrested for allegedly selling heroin after a nearly year-long investigation.

On Aug. 7, 2013, a confidential informant for state police met with Edward West, 37, of 944 Broad St., on Seventh Avenue and High Street. West allegedly sold the informant eight red bags of heroin for $150, an affidavit said.

Police observed another meeting between an informant and West on Aug. 22, 2013, near Rose and Isabella Streets. The informant used $150 of pre-recorded funds to buy 12 yellow bags of heroin.

West again met with a police informant on June 18. The informant arranged the meeting with West via telephone to purchase a brick, or 50 bags, of heroin. According to an affidavit, West told the informant to meet at 502 Park Ave.

Police observed the informant meeting with West in the informant’s vehicle. Following the meeting, police saw West enter a navy Chevrolet Caprice driven by a white female. Police followed the vehicle and observed West meeting with a black male in the Family Dollar parking lot. West returned to the address and met with the informant, during which time he allegedly gave the informant 39 bags of heroin in exchange for $450.

West faces charges of delivery of a controlled substance, possession with intent to deliver a controlled substance, possession of a controlled substance and criminal use of a communications facility.

West was arraigned before Judge Gary Whiteman and jailed in lieu of $75,000 bail.
