3 face charges in Tioga County
TIOGA — Three people either have appeared or will appear before district judges to face various charges in Tioga County. They are:
• Emerald Seing, 20, 125 Clinton St., Mansfield, faces charges of possession with intent to deliver marijuana, possession of a small amount of marijuana and possession of drug paraphernalia following an incident in which Mansfield University police discovered 48 grams of marijuana, scales and packaging materials allegedly in Seing’s dorm room during a routine probation check, according to court documents. She was arraigned on Nov. 14 with bail set at $20,000 and has a preliminary hearing scheduled for Nov. 22 before District Judge James E. Carlson.
• Don Hutchings, 57, Indiana, faces charges of bad checks following an incident in which he allegedly wrote a check for $300 and failed to make good on the check after it bounced, according to court documents. He was issued a summons to appear at a Nov. 21 preliminary hearing before District Judge Robert L. Repard.
• Kyle Kenneth Fitzwater, 30, 80 E. Carson St., Canton, faces charges of retail theft following an incident in which he allegedly tried to leave Walmart with $223 worth of items without paying, according to state police. He was issued a summons to appear at a Dec. 27 preliminary hearing before District Judge James E. Carlson.
