In a plea agreement before District Judge Christian Frey, Jonathan R. Webster, 34, of Syracuse, Utah, pleaded guilty to a charge of possession of drug paraphernalia after city police withdrew charges of possession of heroin, driving under the influence, careless driving and related offenses.

The charges stemmed from an incident at Cemetery Street and Park Avenue on Oct. 24. Webster made arrangements to pay $1,566 in fines and court costs.
