22 people face charges in county

Twenty-two people have been charged with various criminal offenses, according to court records. Those charged and the law enforcement agencies involved were:

• Ethan Entz, 22, of 928 Kinley Road; city police; DUI and possession of drug paraphernalia in the 400 block of Washington Boulevard on Oct. 4; released on $5,000 bail.

• Rashay Morton, 37, of 427 Louisa St.; city police; terroristic threats, disorderly conduct, shoplifting and defiant trespassing following a disturbance at the Family Dollar, 328 Memorial Ave., in which she refused to leave the building, allegedly chased a clerk through the store, yelled obscenities and stole $8 worth of merchandise on Oct. 1; initially jailed, but now free on $2,500 bail.

• Robert Pfoertner, 32, of 179 Old Cement Road, Montoursville; state police; strangulation, simple assault, harassment and possession of suboxone without a prescription following a domestic disturbance at his home with a victim police did not identify on Sept. 29; jailed in lieu of $20,000 bail.

• Melissa Budinger, 34, of 149 Fink Lane, Linden; Tiadaghton Valley Regional police; DUI, endangering the welfare of children, careless driving and reckless driving following a crash on Route 220 in Piatt Township in which her car cleared a guardrail and went down over a steep embankment on Sept 10; her two children, ages 2 and 3 were in the vehicle; there were no serious injuries; released on $15,000 bail.

• Antonio Locricchio, 56, of 303 Ross St., Jersey Shore; state police; misdemeanor shoplifting for allegedly stealing $48 worth of merchandise from the Surplus Outlet, 5464 Route 15, Montgomery, on Sept. 2; this was his second shoplifting arrest; sent a summons to appear before a district judge.

• Isis Dent, 23, of 720 Center St.; state police; possession with intent to deliver crack cocaine and synthetic marijuana for his alleged involvement in drug sales to a confidential informant at Wayne Avenue and Linn Street on Aug. 27; jailed in lieu of $50,000 bail.

• Kevin Johnson, 26, of 706 Funston Ave.; the county’s Narcotics Enforcement Unit; possession with intent to deliver heroin, cocaine and oxycodone and related offenses for his alleged involvement in city drugs sales in the 600 block of Grace Street on Aug. 20 and at West Fourth and Arch streets on Aug. 27; jailed in lieu of $125,000 bail.

• Dale Drake, 40, of 127 N. Second St., Hughesville; Muncy police; DUI on Main Street in Muncy on Aug. 15; sent a summons to appear before a district judge.

• Quahdeir, Durrant, 21, of 648 Cherry St.; city police; possession of marijuana and drug paraphernalia on Interstate 180 on July 26; released on $5,000 bail.

• Connor Wilcox, 18, of Towanda; city police; DUI in the 400 block of Hepburn Street on July 26; released on $5,000 bail.

• Cesare Davis, 47, of Philadelphia; the county’s Narcotics Enforcement Unit; possession with intent to deliver 1.5 grams of heroin and related offenses at 326 Park Court on July 25; jailed in lieu of $35,000 bail.

• Lycoming County Prison inmate Rashawn Logan Jr., 19, whose last known address was of the 900 block of Grove Street; Lycoming County detective; possession of a weapon or implement for escape and possession of an instrument of crime for allegedly having a homemade shank in his cell on July 23; recommitted in lieu of $10,000 bail.

• Lawrence Gaines III, 32, of 170 S. Broad St., Jersey Shore; Tiadaghton Valley Regional police; possession of clonazepam without a prescription on Route 220 at the Thomas Street interchange in Jersey Shore on July 20; released on $5,000 bail.

• Hajuquan Williams, 32, of 1652 Memorial Ave.; state police; DUI and careless driving at Hepburn and Louisa streets in the city on June 10; released on $5,000 bail.

• Whyatt Palau, 20, of Doylestown; state Department of Conservation and Natural Resources; criminal mischief for allegedly spray painting graffiti as well as vulgar and racist words on rocks and trees and Band Rock Vista in the Loyalsock State Forest in McInTyre Township on June 9; sent a summons to appear before a district judge; co-defendant Hunter Zill, 20, of Hanover, already has waived his preliminary hearing and is free on $1,500 bail.

• Noah Stroup, 23, of 621 Lloyd St.; city police; resisting arrest, disorderly conduct and possession of drug paraphernalia following an incident at Grier Street and Aubrey Place on June 9; released on $5,000 bail.

• Stephen Hunter, 31, of 457 Market St., South Williamsport; city police; DUI and driving with a suspended license following a crash in the 2300 block of Linn Street on May 19; released on $5,000 bail.

• Shelley Lynn Walters, 55, of 705 Hepburn St.; the Lycoming County Sheriff’s Department; hindering apprehension and obstructing the administration of law for allegedly hiding her son, Jordan Walters, a fugitive, in her apartment on April 17; he bolted from the place, but was captured; mother remains jailed in lieu of $2,500 bail while her son is jailed on other matters.

• Grant Wright, 43, of 831 Funston Ave.; state police; possession with intent to two bundles of fentanyl, DUI and speeding at West Third and Campbell streets in the city on April 8; initially jailed now free on $25,000 bail.

• Mary English, 42, of 1202 Leisure Acres Road, Allenwood; state police; access device fraud, theft by deception and identity theft for allegedly using her stepson’s personal information to illegally open three credit card accounts at her home and racking up $1,300 in charges in August 2017; the victim was Devin Bailey, police said; released on $25,000 bail.

• Donald Wilson, 48, of 70 Smith Court Circle, Linden; state Attorney General’s Office; felony medicare fraud and theft by deception for allegedly billing a medical assistance program for services that were never rendered while he worked through the state Department of Human Resources waiver program between late May 2015 and early July 2017; he was working as a personal care attendant for a medical assistance client at the time and allegedly submitted false time sheets, according to court records; free on $25,000 bail.

• Matthew Kayhanfar, 40, of 915 Park Ave.; state police; burglary felony trespassing, theft and related offenses for his alleged involvement in a burglary at Janet’s Floral Creations, 1718 Four Mile, from where a $530 computer was stolen in mid-March 2015; released on $20,000 bail.
