Tioga commissioners open bids

WELLSBORO – Tioga County commissioners opened about 40 bids for construction, plumbing and electrical work on two county building projects announced last year.

One is a new Emergency Services complex with a tower on county-owned property behind the Tokishi Building and the other is for a food services expansion for the county prison’s kitchen on Shumway Hill Road.

The bids ranged from a low of $1.7 million from J.C. Orr and Son, of Curwensville, for general construction at the 911 complex, up $2.1 million from G.M.M. Construction, of Astoria, N.Y.

The kitchen expansion bids ranged from around $354,000 to $448,000 for construction.

Plumbing and electrical bids were submitted separately.

All bids were tabled for further review.

The commissioners were pleased with the response from the bidders.

“It shows the viability of the projects and that there is a great interest in them,” Commissioner Erick Coolidge said.

The 911 complex has been in the basement of the courthouse since it was established about 25 years ago, and has been prone to flooding.

The expansion at the prison kitchen has been needed for some time, according to commissioners.

The projects will be paid for with Act 13 impact fee funds.

In other business, commissioners:

Approved an agreement with Accufund, Inc. for maintenance of the financial software for the department of human services and the court house.

Approved an agreement with Sidwell Co. to develop a cadastral geodatabase for emergency services for $560,566 plus any optional services such as software and additional training days. Funds will be paid for with Act 13 impact fee monies, and approval is contingent upon review by the county solicitor.

Approved an agreement with MCM Consulting Group to conduct a one-year for regional shared services assessment to meet requirements of Pennsylvania Emergency Management Association for $30,000 for equipment upgrades to be reimbursed by PEMA.

Tabled for further review a lease agreement with Ford Motor Co. for a 2014 Dodge Caravan SE for use by Family Services, Department of Human Services.

Approved an agreement with Forward Thinking Systems LLC, for three GPS units to be installed in the Sheriff’s Department vehicles for $1,944. The system will allow the department to track all vehicles in case there is no cell or radio coverage.

Approved a supplemental agreement with the state Department of Transportation between the county and Larson Design Group for design changes for the Knox Bridge, and an estimated cost increase of $111,376. The project is being paid for with state, federal and the county’s liquid fuels funds.

Approved a resolution with the Tioga County Industrial Development Authority for Mansfield University’s student housing applications for funding.

Awarded a certificate of recognition to James Button, CPE, for completing a course to become a certified state evaluator in the county’s assessment office.
