Neighboring counties will get millions in drilling fees

Counties, municipalities and townships across the state will receive their 2014 gas drilling impact fees when funding is released on July 1.

According to the state Public Utility Commission, Bradford County, which has the most wells in the state, will receive more than $6.9 million. Other counties in the region will receive lesser amounts: Clinton, $513,010; Sullivan, $532,492; and Tioga, $4.3 million.

The city of Lock Haven, in Clinton County, will receive $31,276.

Individual townships and boroughs within a county also receive their own impact fee funding, a figure that is not included in what the county receives. When taking these numbers into account, the figures rise even higher.

All told, Bradford County will take more than $18.8 million collectively; Clinton, $1.3 milion; Sullivan, $1.4 million; and Tioga, $11.7 million.

That’s roughly $33.2 million in gas industry dollars swelling the coffers of this four-county area.

Northumberland and Union counties will not receive impact fee funds, but will receive money from the Marcellus Legacy Fund.

Of that, Northumberland will receive $90,487 and Union, $43,075.

There are certain restrictions on what Legacy Fund money may be used for – no public safety or housing projects, for example – because its intended use is for “planning, acquisition, development, rehabilitation and repair” of greenways, water resource management, recreational trails, open spaces and community conservation, according to the PUC.

In addition to impact fees, Bradford County will receive $60,171 in Legacy Fund money; Clinton, $37,868; Sullivan, $25,000; and Tioga, $40,800.

The fees collected in 2013 from companies drilling unconventional shale wells and using hydraulic fracturing totaled more than $224 million, the highest number since the law’s first year in 2012, according to the PUC.
