County to pay firm $262,900 to hunt for federal, state funds

Lycoming County commissioners on Thursday approved a $262,900 consulting contract with Mechanicsburg-based Delta Development Group that aims to help secure grant funding for county projects, according to officials.

Kurt Hausammann, county planning and community development director, said the firm will seek funding from state and federal sources.

He said the county doesn’t have specific plans at this time for any grant money that may be obtained.

“What we do not do is go get grant money and think of a project to do,” Hausammann said.

“They’re a great asset to the county,” he said of the firm. “The money they bring in helps save local tax dollars. It’s a win-win for the county with this contract.”

Commissioners also approved an agreement that will allow the county to collect Montgomery Borough taxes. Thomas D. Heap, county tax claim director, said that municipality’s tax collector resigned at the end of last year due to a relocation.

The county will be paid $1 for each bill collected, Heap said.

An additional deputy sheriff was added to the ranks. Commissioners approved the hiring of Martin J. Forsburg and Michael A. Caschera as full-time sheriff deputies. One of the positions fills the vacancy of retiring Deputy Sheriff Timothy Nelson, while the other is a new position, according to Lycoming County Sheriff Mark Lusk.

Lusk said the additional position was needed to assist in the increasing number of inmate transports and other courthouse and civil duties deputies carry out.

Commissioners appointed N. Randall Sees as the county’s solicitor at an annual salary of $48,000. Assistant county solicitors appointed were Robin A. Read, Benjamin E. Landon, Heather R. Willis, Levi I. Woodward, J. David Smith and E. Eugene Yaw at hourly rates of $110. Attorneys Austin P. White and Jason L. Wiemann were appointed as assistant county solicitors at hourly rates of $100.

Attorney Ryan M. Tira was reappointed as a special counsel for personnel and labor matters at an hourly rate of $110.
