Votes favor lower taxes, 2 nominees

Locally elected and appointed officials voted on the following matters in the past week:


City Council voted 6-1 to confirm Mayor Gabriel J. Campana’s recommended nominees to the Williamsport Municipal Water and Sanitary Authority. Voting in favor of approving Steven W. Cappelli and George Bierman to fill five-year terms on the authority were President Bill Hall, Bonnie Katz, Jonathan Williamson, Don Noviello, Randall J. Allison and N. Clifford “Skip” Smith. Liz Miele voted against the appointments.

Montoursville Borough Council approved an engineering services agreement with McTish, Kunkel & Associates for the Bennett and Pine streets project during its regular monthly meeting. Voting yes were Mark Tillson, Robert Brobson, Eugene Boyles and Dennis Holt. Kim DiRocco was absent.

Loyalsock Township supervisors approved the 2013 budget that includes a 50-percent property tax cut at its meeting Monday night. Voting yes were John Bower, Virginia Eaton, Rick Wheeland, Jeff Rauff and Marc Sortman.

Muncy Township supervisors approved a revised emergency operations plan at its meeting Monday night. Voting yes were Thomas Schaech and Paul Wentzler. Greg Gilbert was absent.

Williamsport Regional Airport Authority board members approved a $3,850 monthly lease of the former Pennsylvania State Police aviation hangar to Aviation Holdings. Those voting in favor were Mark Murawski, William Martin, Ryan Tira, Chris Logue, Atwood Welker, Rebecca Burke and T. Michael Hughes.

School district

Montoursville Area School Board passed a resolution to not exceed the district’s index in the coming school year. The resolution, passed unanimously by school directors, prevents the district from raising real estate taxes by any more than 0.29 mills in support of next year’s spending plan. Voting yes were Dale Ulmer, Ellen Stoner, Thomas McNamara, Dora Pioli, Scott Konkle, George Hagemeyer, Jeff Schans and Jill Kaplan.

South Williamsport Area School Board voted 6-0 to approve the district to apply for Act 1 index exceptions. Voting in favor were board members Chris Branton, Don Lowe, Greg Anthony, Jerry Broskey, Jon Engel and Sue Davenport. Board members Gregg Balawajder, Mary Ann Cowden and Sam Burch were absent.

Williamsport Area School Board approved David Howe as its high school head baseball coach for the upcoming season. Voting in favor were board members Lori Baer, Thomas Zimmerman, Dale Vollman, Brette Confair, Jay Shultz, Dr. Jane Penman and Karen Confer. Board members David Stone Jr. and Jerene Milliken were absent.

Loyalsock Township School Board approved a raise in compensation for substitute nurses. The hourly rate increased from $12 to $15. Voting in favor were board members Edward Ade Jr., Maureen Carey, William Carlucci, Stephen Dewar, David Hornberger, John Raymond, Sheila Yates and Paul Young II. Board member Christina Kiessling was absent.

East Lycoming School Board approved a $21,885,478 preliminary budget for the 2013-14 school year, which is expected to raise real estate taxes by 0.67 mills. Voting were Richard Michael, Lea Ann Hawk, Donna Gavitt, Kellie Shaner-Gordner, Diane Santo, Richard Bradley, Amy Rogers, Debra Sherlinski and Randy Eddinger.
