Brodart housing project on City Council’s agenda

City Council is expected tonight to review using $140,000 in gas well impact fees for cleaning up toxins at a housing project site once the Brodart warehouse on Memorial Avenue is demolished. Demolition may be completed as early as this spring.

Project developer P&L Investments, of Washington, D.C., wants to build 40 apartments and 32 townhouses at the site at 1609 Memorial Ave. Greater Lycoming Habitat for Humanity will oversee construction of two single-family houses as part of the project.

Tonight, council will vote on an agreement between the city, the city Redevelopment Authority and Lycoming County commissioners regarding remediation of the site and use of the gas impact fees, said John Grado, city director of community and economic development.

The plan is to demolish the vacant warehouse and clean up the soil of any possible toxins to prepare the construction site and as a requirement by the state Department of Environmental Protection to receive environmental clearance.

A public meeting is being scheduled for neighbors who will be impacted by the building demolition, Grado said. The date of the meeting is being arranged and it likely will be at All Saints Episcopal Church, 1656 Scott St., he said.

“We’ve also secured separate funding of $973,033 from the state Department of Community and Economic Development for the housing project,” Grado said.

As part of the council’s review of the housing project, it will vote on the final reading of a zoning change at the site, where the land will be designated “residential urban,” a change from the previous “light manufacturing.”
