Union contract approved at commissioners meeting

MORRIS – About 50 American Federation of State, County and Municipal Employees members will see a 3.5 percent increase in salaries per year over the next three years following action by Tioga Count commissioners during their “on the road” meeting in Morris Township Tuesday.

The union contract, which runs from Jan. 1 to Dec. 31, 2015, was ratified unanimously by the commissioners.

Commissioner Erick Coolidge said he “appreciates the fact that the union is willing to approve the agreement with the county.”

The employees work for the prison, the sheriff’s office and prothonotary’s office.

“It is good for the county and the employees,” he added.

The contract sees no change in health insurance coverage, even though the county switched its coverage from the Pennsylvania County Health Insurance Purchasing Co-op to a County Commissioners Association Health Alliance program this year.

According to Coolidge, the new coverage presented a cost savings with “incentives for health awareness.”

Commissioner Mark Hamilton said the savings was about 7.5 percent.

In other business, the commissioners:

Approved a grant agreement with PHARE for $275,000 to be used by the county housing authority for its rental rehab program.

Approved an agreement with Palmetto Posting Inc. for posting delinquent tax notices on about 1,200 properties this year, for $25 per posting.

Approved an engineering agreement with the state Department of Transportation for bridge inspection and inventory in the county at an estimated cost of $738,000.

Approved a triennial statewide wireless 911 plan proposal with Priority One Consulting as is required every three years, for $15,000.

Accepted bids from Wellspring Community Support Services and Partners in Progress for mental health services for fiscal year 2013-14.

Approved the hire of Barbara Confer as full-time cook at the Tioga County Prison, for $10 an hour plus benefits.
