LEGISLATIVE TALLY

Locally elected and appointed officials voted on the following matters in the past week:

Federal

The House voted 221-199 to pass the Furthering Asbestos Claim Transparency Act of 2013, which amends federal bankruptcy law with respect to claims seeking recovery for personal injury, wrongful death, or property damage relating to asbestos. U.S. Reps. Thomas A. Marino, R-Cogan Station, and Glenn “GT” Thompson, R-Howard, voted in favor.

State

The House voted 197-0 to pass an amendment that establishes guidelines for punishment of sports officials, volunteers or employees of nonprofit associations convicted of sexually abusing a child. Voting in favor were state Reps. Rick Mirabito, D-Williamsport; Garth Everett, R-Muncy; Matthew E. Baker, R-Wellsboro; and Michael K. Hanna Sr., D-Lock Haven.

The House voted 102-96 to amend the Local Option Small Games of Chance Act, which would allow bars to profit from small games of chance, and some of those profits would go to the state. Voting in favor was Everett. Voting against it were Mirabito, Baker and Hanna.

The House voted 197-0 to amend the Controlled Substance, Drug, Device and Cosmetic Act, further providing for authority to control, for liquefied ammonia gas, precursors and chemicals. Voting in favor were Mirabito, Everett, Baker and Hanna.

The House voted 197-0 to amend the Pennsylvania Consolidated Statutes, in lobbying disclosure, further providing for prohibited activities, for penalties and for registration filing system. Voting in favor were Mirabito, Everett, Baker and Hanna.

The Senate voted 49-0 to amend the Flood Insurance Education and Information Act, further providing for flood insurance education and information. Voting in favor were state Sens. E. Eugene Yaw, R-Loyalsock Township, and Joseph B. Scarnati III, R-Brockway.

County

The Lycoming County commissioners approved an agreement to award the Central Area Fire Chiefs Association $16,500 of natural gas drilling impact funds to go toward the West Third Street building expansion and updates. Jeff Wheeland and Ernest P. Larson voted in favor. Tony Mussare was absent.

Municipal

South Williamsport Borough Council unanimously voted to approve three updates to its owner-occupied housing rehabilitation program: to allow residents to pay mortgage companies first and the borough second; to allow qualifying residents to only apply once; and to give residents with lead-based paint $10,000 on top of $25,000. Voting in favor were Robert Cronin, Daniel Cupp, Richard D. Harris Jr., Joseph LaRue, J. Bernard Schelb, Jeffrey C. Tompkins and Ed Weinhoffer. Anthony A. Mussare was absent.

Montoursville Borough Council Tuesday night approved a $1.82 million budget for 2014 that once again holds the line on real estate taxes. Voting in favor were Kim DiRocco, Eugene Boyles, Ronald Shearer and Robert Brobson. Voting no were Dennis Holt and Mark Tillson.

School district

Jersey Shore Area School Board unanimously approved eight change orders pertaining to the Jersey Shore Elementary construction project, totaling $43,827. Voting in favor were Shelley Helm, Harry Brungard, Robert Pryor, Craig Allen, Denise Smith, Harry Miller, Loren Koch and, Karen Stover. Heather Williamson was absent.

Montoursville Area School Board voted to hire Weatherproofing Technologies Inc. for a $200,000 roof replacement project at Loyalsock Valley Elementary School Library. Voting in favor were Dora Pioli, Scott Konkle, George Hagemeyer, James Bergen, Jill Kaplan, Thomas McNamara, Jeff Schans, Dale Ulmer and Ellen Stoner.

Williamsport Area School Board voted 9-0 to approve design and construction oversight services associated with the construction of upgraded sports facilities at the high school from McKissick Associates at a fee of $19,167. Voting in favor were board members Lori Baer, Thomas Zimmerman, Jerene Milliken, David Stone Jr., Dale Vollman, Brette Confair, Jay Shultz, Dr. Jane Penman and Karen Confer.

Federal

The House voted 222-191 to pass a bill relating to the disapproval of the president’s exercise of authority to suspend the debt limit. Voting in favor were U.S. Reps. Thomas A. Marino, R-Cogan Station, and Glenn “GT” Thompson, R-Howard.

State

No votes were cast.

County

The Lycoming County commissioners approved a $170,000 funding agreement of natural gas drilling impact dollars with the Williamsport Municipal Water Authority to go toward the South Williamsport water storage tank project. Voting in favor were Jeff Wheeland, Tony Mussare and Ernest Larson.

School district

Jersey Shore Area School Board voted 8-0 to accept Superintendent Richard Emery’s resignation and request for sick leave. Emery’s resignation will be on sick leave until June 30, 2014, at which time his resignation will be effective. Voting in favor were board members Shelley Helm, Robert Pryor, Harry Brungard, Heather Williamson, Denise Smith, Harry Miller, Loren Koch and Karen Stover. Board member Craig Allen was absent.
