Authority to take ownership of Limestone water authority

Lycoming County Water and Sewer Authority anticipates taking ownership of Limestone Township Municipal Water Authority effective Jan. 1, 2014, pending township officials’ approval Dec. 9.

The change in ownership is because the county authority can provide operation and management of the Limestone system more effectively longterm, Executive Director Christine Weigle said.

“We offer creative solutions to our municipal partners for their water and sewer needs,” Weigle said.

Because of that transfer, the Lycoming authority adopted the Limestone authority’s 2014 budget and rates proposed by the Limestone authority Wednesday evening, contingent upon the transfer.

The Limestone authority’s 2014 budget has a $940 surplus. Nothing, including the rates, is changing except the ownership, Weigle said.

“There will be no change in service except ownership because we’ve been maintaining, managing, operating and billing the Limestone authority’s customers in 2013,” Weigle said.

The rates, billed quarterly, will remain the same: 0 – 5,000 gallons (base rate) at $145; 5,001 – 20,000 gallons at $7 per 1,000 gallons; 20,001 – 40,000 gallons at $7.25 per 1,000 gallons; 40,001 – 100,000 gallons at $7.50 per 1,000 gallons; 100,001 – 200,000 gallons at $8 per 1,000 gallons; more than 200,000 gallons at $8.50 per 1,000 gallons.

As the county authority gains ownership, it will inherit its assets and liabilities. It will assume the Limestone authority’s PennVest loan of $205,000, and the Woodlands Bank loan of $180,000, with no change in loan terms, Weigle said.
