Commission makes recommendations on garages, signs

The city Planning Commission on Monday recommended a city couple’s request to consolidate two lots they own on Fairview Terrace to build a garage be approved.

David and Kelly Cervinsky, of 2328 Fairview Terrace, received recommended approval to consolidate two lots that lie north of an alley in a residential district because all final decisions go through City Council.

Their application, however, led to some discussion led by member Harry Sechler on the nuances of the city zoning law.

“How do they have permission to build the garage without a special exception?” Sechler asked.

City zoning officer Gary Knarr said it was because the couple’s application does not ask for land development, but rather an excessory structure that permits it and the third parcel they own is on the south side of an alley that cannot be closed off because it is for public use.

In other matters, the commission recommended three businesses applying for certificates of appropriateness regarding signs be permitted to install them pending council’s approval.

The businesses are Keystone Realty Enterprise, 400 Market St., for wall-mounted, non-illuminated sign that reads “The Firestone Building”; Basin Street Associates, 201 Basin St., for a wall-mounted, externally-illuminated sign that reads “Williamsport Escapes”; and Rieders, Travis, Humphrey, Waters & Dohrmann, for a wall-mounted, externally illuminated sign reading “Rieders, Travis, Humphrey, Waters & Dohrmann Law Firm,” or similar wording.

Member Clifford Rieders abstained from the sign vote because he is an attorney with the firm.
