City hires engineer to replace retiring longtime employee

The city administration has hired a full-time engineer to replace retiring engineer John Grado, who is leaving city government in early July after a 35-year career.

Rebecca Haladay has been hired as starting engineer, according to Mayor Gabriel J. Campana, who plans to introduce her Thursday night to City Council.

The salary for Haladay, who starts May 8, has been set at $57,000, according to Megan Page, city human resources director.

Grado, who serves as city engineer and community development director, has a salary of $88,000, according to William E. Nichols Jr., city finance director.

Haladay will received “overlap” training with Grado by her side until he retires, according to Page.

Haladay is the first woman to be hired as a city engineer, a decision Campana said would “add diversity” to his department head staff.

“I am excited for the opportunity and look forward to serving the city and bettering the public,” Haladay said in a telephone interview Friday.

Haladay graduated from Liberty High School in 2007 and attended Mansfield University. She transferred to Pennsylvania College of Technology, where she received a bachelor’s degree in civil engineering in May 2015. She is a regional Chesapeake Bay engineer at the Union County Conservation District, Campana said.

Haladay interned at the state Department of Transportation while in school, Campana said.

Her interviews were conducted by Campana, Page, Grado and Tom Cillo, general manager of the city Streets and Parks Department.
