Engineer to study Glade Run solutions

MUNCY — At its meeting Thursday night, Muncy Borough Council addressed one aspect of resiliency as it relates to Glade Run when it acted on motions that move along the application process for a First Community Foundation Partnership grant.

Council first agreed to have the planning level engineering, which is necessary to prepare the grant application, done at a cost not to exceed $2,500.

The part of Glade Run included in the grant runs from Green to West Main streets. In conjunction with this, another motion that would expand the scope of the engineering to include the entire length of Glade Run from one end of the borough to the other was passed following a lengthy discussion.

Council placed a limit of $10,000 on this action. HRG Inc. will handle the design and construction options.

A motion to have the Endless Mountain Resource Conservation & Development Council submit an application, including a letter of support to the partnership, also was approved. Councilwoman Karen Richards was the lone no vote.

Prior to acting on these motions, council heard from Joshua Billings, an environmental planner with the county planning office and chairman of the development council, about the various actions that could be taken to prevent Glade Run from overflowing its banks. He told council that one aspect could be enhancing the buffer plantings along the waterway with water-loving grasses, bushes and trees.

Billings said another action would be tiering along the banks of the run, which increases the flood plain capacity by allowing flood waters to spread out when they rise. In-stream diversions could be created with logs and rocks, which in turn would slow down the flow of the water.

According to Billings, another process would be to put stream meander back in the stream corridor.

He noted that all of these actions are best management practices designed to put the stream back to its natural state.

Although council does not know the final amount of the grant, the only costs incurred by the borough are for engineering.

In other action, council:

• Awarded a SEDA-Council of Governments’ contract for sealcoating to Hammaker East Ltd. for $14,308.48.

• Agreed to allow a property owner at 27 N. Market St. to replace a sewer lateral even though the road is under moratorium.

The next council meeting will be at 7 p.m. July 20 at borough hall.
