Authority hires firm on retainer fee

The Williamsport Municipal Water and Sanitary Authority on Wednesday hired a city law firm to be paid on retainer for litigation matters.

The firm of Joseph Orso will be paid $25,000 and work strictly on litigation, not labor relations, which another city firm does.

Steven W. Cappelli, chairman of the water authority, said the reason is to protect the authority and safeguard rate-payers in the case of unforeseen lawsuits by hiring in-house general counsel.
