Facelift eyed for Lycoming County prison entrance

A facelift may be in the cards for the Lycoming County Prison, as the commissioners will consider approving a $16,350 professional service agreement Thursday with Paul Albert Architect to redesign the exterior of the prison’s front entrance.

“The purpose of the project is to provide more green space, relocate the ramp because of deteriorated walls, remove the pavers and replace with concrete, and provide bollard, or a protection wall, at the site perimeter for protection from vehicular access to the site,” said Mya Toon, chief procurement officer.

The project was put to bid, and Paul Albert Architect submitted the “best bid,” she said.

Redesign is the first phase of the project. Once the design is in, the construction work also will go out to bid.

“The actual cost to do the project cannot be estimated at this time until a formal design is completed by Mr. Albert,” Toon said. “However, it is estimated that the project will exceed $25,000.”

In another matter, the commissioners also will consider approving reallocating funds from previous Community Development Block Grant awards to three ongoing projects countywide.

The first is the Hill Road reconstruction in Washington Township, to which SEDA-Council of Governments recommends allocating $2,702. The project has funding from 2015 grants but could be bolstered with the 2014 funds, which will be unusable after 2019, said Jenny Picciano, the county’s community development and lead planner, speaking for Kristin McLaughlin, of the council.

The second recommendation is to allocate $43,952 to West Branch Regional Authority for sewer lateral reconstruction for low- to moderate-income residents in Montgomery Borough.

Lastly, the council recommends allocating $71,385 to Montoursville for curb cutting, handicap ramp reconstruction and sidewalks for income-qualified homeowners. The funds were leftover from the borough’s 2017 grant award but, because the county and council administer the funds for Montoursville, the commissioners have to approve the reallocation, Picciano said.

Other items to be considered Thursday include an $11,768 purchase for Resource Management Services, and several personnel actions.

Commissioners Jack McKernan, Tony Mussare and Rick Mirabito were present. The next meeting will be held at 10 a.m. Thursday in Executive Plaza.
