Arch Street milling delayed until spring

City Council’s public works committee Tuesday held a discussion on the reconstruction of Arch Street, which has been delayed until the spring due to continuous rain during street construction season.

“Some scratch coating has been put down,” said Adam Winder, city streets and parks department general manager. The project is getting done by the contractor for the Williamsport Municipal Water and Sanitary Authority, he said.

The milling and overlay or paving must be extended to the spring with the state deadline for paving ending Oct. 31, said Rebecca Haladay, authority engineer-manager.

Council’s committee wanted assurance from the authority staff so it could inform callers about the delay. The work is primarily from West Fourth Street to Glynn Avenue.

The committee gave a positive recommendation for a resolution awarding a contract to Reynolds Construction Inc. for the construction of a pavilion at Way’s Garden. The project estimate is $210,000 and the commission has the funding through grants and donations, said Bob Esposito, commission chairman.

The 500-square-foot pavilion will have a shingle roof to resemble slate and be used to hold concerts, specifically for the Repasz Band, he said.
