Muncy school’s preliminary budget approved, but tweaks expected

MUNCY — The Muncy School Board approved a preliminary budget Monday of about $18.6 million.

Estimated expenses are $18.6 million and projected revenues are $18.3 million, which means projected millage would go from 15.98 mills to 17 mills, said David Edkin, district business manager.

But it is too soon to say the preliminary budget shows slightly more than a 1-mill tax increase, Edkin said. The preliminary budget will be tweaked before the board gets another look in May and final adoption in June, he said.

If it remained untouched, it would mean a property owner with a house assessed at $100,000 would pay $1,700 a year, but there are expected to be positive changes, Edkin said.

The district’s $300,000 deficit will be covered by using fund balance, he said.

The spending plan was prepared 20 days in advance of Gov. Tom Wolf’s budget address, he said, adding it was a “best guess and status quo type preliminary budget, “before we could see what district subsidies and health care cost projections.”

Today, the district’s top three expense drivers are educational costs related to special education, pensions and charter schools, Edkin said.

Dr. Craig Skaluba, district superintendent, said the building construction bids are expected to be open at a special meeting Monday. The addition bids came in $1.6 million lower than projected, Edkin said.

The district took out a bond issue for more than half of the construction costs of the estimated $17 million project, Edkin said.

Additional taxes will need to be rolled into the cost to cover the remainder of the construction expense, he said.
