A spending truism
A truism is that when a competitive business can reduce costs, it reduces prices; a non-competitive business, such as government, just spends more, such as will be caused by the gas bonanza Lycoming County will receive.
However, will our county be an exception to this truism? The lottery was sold to the voters because it would all be spent to reduce taxes but only half the money is used for that purpose. The rest went to favorite spending of the Legislature.
