There will be a referendum on the Nov. 7 ballot to amend the Pennsylvania Constitution permitting the General Assembly to enact legislation authorizing local taxing authorities to exclude up to 100 % of assessed value of each household property within a local taxing jurisdiction. If it passes, absolutely nothing takes affect.
It would simply amend the constitution allowing the legislature more flexibility with property tax reform (the constitution allows for exclusion of up to 50% of the median). Property taxes could not be excluded without some other financial means to fund schools. This does have a lot of support with our legislators as it is indeed very difficult to get any referendum on the ballot. It must be voted on twice in two consecutive/different sessions.
Also, it is common knowledge that there is a lot of support among the public for reform. If the referendum does pass, let’s hope reform can be accomplished quickly in the most fair and equitable manner and that it is fiscally responsible.
