David, I could not agree more, but it is not just off the leash that is a problem, it is also those long leashes. Do these dog lovers not understand that their precious pooches could get hurt too? (They obviously don't care about humans.)
Mace is a bit of overkill. What about citronella? Or vinegar water? It's too bad, but many folks don't realize that their little furry bundle isn't what others want to confront in a public setting.
Too many dog owners, have pooches who are smarter than the master. - case in point: Ms. Snootiebaker, honestly believes her miniature "rat-dogs" are her kids; so longer leases mean she not only can't SEE where they are crapping, she doesn't actually believe they are Capable of such an act. - Mr. Crackline; otherwise known as the 'coward of the county', lets His "Mankiller" take him out for a drag when the sun is down, and the view into your windows are maximized. You know he's been on the prowl, because you step into a pile - before you step into your car in the morning.

I agree also. I walk about 5 miles a day on the bike trail and free roaming dogs are far too common.

Hitting them in the face with water is the recommended deterrent by trainers.
I agree leashes should be required when in public places even police dogs are held in check by a leash and they are well trained dogs.
