I would think the S/G editorial staff, with all their collective degrees, would know not to end a sentence, or an editorial headline, with a preposition. "City has a new weapon to fight crime WITH". Really, guys?? While I realize and accept that our language, spelling and grammar have taken lots of hits and degradations over the decades, I still expect one area of our society to uphold the standards of proper use of grammar and the printed word. S/G..try a little harder next time.
