don't understand why the Housing Authority is funding CAPPA if they are only authorized to spend money on housing. The Housing Authority has not supported the Campbell Street Center for over a year. The Center was paying rent to Lyc. Hoousing Authority, also paying utilities and for all their other expenses as well.
