This disaster on Arch St has all the indication of p poor planning. Or, that the contract is "Time and Material" with no incentive for the contractor to finish. Businesses such as Harvest Moon should be compensated for business lost.
Right up there with paving streets and roads and after they finish they rip it all up to lay new sewer lines or gas lines or power lines or water mains. Leavin behind a patched up road that had previously been paved.
We struggle to access this area as well. It's always frustrating, but one day recently, as we sat in a backed up line of traffic waiting to access Arch St. from Third, a worker was making and throwing snowballs at the female workers directing traffic, over the waiting cars. The whole time we sat waiting that particular man neglected his work as he played. I have to agree with "Richardson" that there appears to be no incentive to complete the project.
