The change to biennial registration and six-year driver's licenses is just a ploy to get some quick cash into the state coffers, not a long term solution.
As for the flat tax decrease, 17% comes out to a savings of about two cents at the pump. That savings will be nothing compared to the 25 cent increase we're likely to see as a result of the Liquid Fuels tax cap being lifted. Supposedly the gas companies would have to pay the new liquid fuels tax increase, but according to Steve Sheetz (president of the Sheetz gas station chain), “It’s coming straight to the consumer, instantly.”
