Besides with the current system when an officer gets pinched for corruption they can have the charges sealed and transfer quietly to a neighboring precinct. Unless by some anomaly the charges actually make it to the public's attention.

Bad idea, one large centralized body of corrupt good ole boys?? No way! Easier to maintain small bands of criminals vs. one large group.
