No idea what this article said despite having read it twice.

However, as for the title, is the Codes office the correct 'people' to have handle Renters records, I'm assuming you're referring to the whole registry thing, I guess it doesn't really matter. Whatever you'd feel Codes would do 'improperly' with the records, any other office will do as well.
