Maybe.

Since it sounds like they were moving a box, not sure what that really entails. If it was a lot of brownfield type of work with potential unknowns, then someone would have had to write a really well-defined scope of work. Otherwise they would change-order you to death or stop work (while going on stand-by rates) until someone came in and told them what they would need to do.

Enough news makes my skin crawl, I will try to look at this with a positive point of view. The weather is warming up, ideal time for construction, it really doesn't matter where you go, this city or another, there is going to be traffic disruption. Remember what the traffic was like when they were redoing the Market Street Bridge? My advice, stay away from the construction, traffic will be backed up for hours.

This demonstrates how inept the management has become.

You do not do vault repairs on a time and materials basis. Contractors will take advantage of you every time.

You pay for an inspection and then decide what needs to be repaired. This defines the job and you can competitively bid the work.

This is what happens when you have people in positions of power who do not know anything about business.
