Too be considered an Investment the expense would need to reasonably be expected to Return an Capital gain AKA Profit..! Which in effect Should not only pay for its self but would generate income to pay the cost of other needed purchases. Otherwise its just spending because you want to and you can.

"We have a 1960s vintage access system," he said. "We owe it to our employees and people who provide service." ???

Yep, fix something that isn't broke just because its old...! yep, that's the ticket.
