The article about the Loyalsock Creek Watershed Association meeting implies that surface conditions within sub-watersheds affect flooding conditions along the Creek....

Interesting comments, Mr. Sever. Thank you. My question is, should DEP go after the farmers and the illegal earthen dikes? Just as they would go after a major business if they were affecting the lives and property of those downstream, should we not also go after the farmer who is doing the same thing?

I've traveled that alot as far as Barbours and have never seen any dikes built. Where are they?

I can see where the dikes would prevent lots of loss of top soil and sediment from going into the Chesapeake Bay. They would also hold in water that doesn't add to the problem.

Maybe Montoursville should put a*****around it like Williamsport protects itself from the river. Or put in some upstream retention areas/lakes but this would hurt the migration of the fish. Or people could choose not to live in areas that can flood or just buy flood insurance.

Or realize that this was a one in 500 year and move on.

The only place that I know of where anyone is "moving dirt" would be at the at the private residence by the State Came Farms across the creek from Loyalsockville (almost straight across from where the elementary school is), but he got approval to do what he is doing.
