Here we go again! It's Deja Vu all over again with the drunken sailors at the helm of the Jersey Shore Area School District! I hear they are considering raising taxes about the Act 1 level again!......

I have a suggestion for eliminating deficits from these public organizations, including all levels of gov't.

I would like to hear your thoughts.

Congress, states and school boards will still have the ability to set tax rates and revenue streams.

But, they cannot spend the funds until the year is over.

In other words, offset budgeting.

The amount you can spend is what came in from the previous year. Not a dime more.

In this way, if raising taxes creates more revenue, then they can spend more. If it does not, they cannot spend more.

This would eliminate any chance of a deficit, except for emergencies.

Emergency spending must have a very high hurdle to meet, to prevent every little pet project from turning into an "emergency".

Then, the deficit created by the "emergency" must be repaid first.
