another thought is youth. The unemployment for youth is seriously high, maybe there could be a mechanism for income or school fiscal credit for efforts. There are other needs too. Flood clean up, walkways with snow. Possible unemployed or retirees could help and might be glad to do it.

What are you talking about we "give them a free ride"? Prisoners at the local Pre-Release Center work for 30 cents an hour at the local landfill. All county prisoners also get a bill for 10 dollars a day just for being there. Finally, I see women from Muncy prison cleaning up the highways all the time. Open your eyes.

I'd noticed the same...and, it seemed to happen all-of-a-SUDDEN! I cross that bridge, every morning.

It looked, more (to me) like a recycling-hauler mess...like the plastics-section (of whatever type of hauler was used), wasn't secured, and all that plastic (primarily, bottles) blew out.

People need to learn to take care of their own trash.

Since the current generations don't seem to do a good job, maybe we ought to start re-brain-washing the younger generations. Get the school kids out on the roads doing it. Then they can nag and teach their parents not to litter. People might be concerned about the children's safety and stop littering so they aren't along the road.

I guess we could get Charles Manson, Sirhan Sirhan, Ted Kazinski and a few of their buddies to help out by picking up after you...or you could just quit throwing your trash on the highway in the first place!
