Yes it is to refuel the city transit buses that are powered by natural gas. Also there was talks to allow the general public the access for those that have a natural gas cars.

I understood that it was a fueling station for the transit buses so that cheaper natural gas could be used instead of more expensive diesel. Hopefully there is a payout to the taxpayers.
