It's the tax payers' job. Just like the CITY owned Sidewalks are homeowners' responsibility to maintain even though the homeowner doesn't own them.

Just like trees that the city plants are the responsibility of the home/business owner to trim even though the home/business owner doesn't own them.

This is a way to keep down wage costs for the city. I'm not saying I necessarily have a problem with it, I'm just giving you an answer to the question the LTE poses.

Sure the offending part should get the bill, but I think they mean who comes to do the dirty job? You have a fire you call the FD, your bank is getting robbed you call the PD. You need a dog license you visit the courthouse. You want a gun permit you see the Sheriff. You have a ghost you call Ghostbusters. You have bodily fluids on the sidewalk you call ?????

Your referencing the blood from the fellow who got punched I assume. I feel it should be paid to be cleaned up from whom ever bled it
