Don't worry, if it gets too bad, the feds will come along with some TARP money to help bulldoze the vacant properties. If the city slides into bankruptcy, I'm sure they can auction off the millions of dollars of artwork hanging in the museums...oh, wait...

You've got to have the tourist attractions ready for all the tourists. How comfortably they arrive at said destinations and how smooth a ride to work and shopping the locals enjoy is really of little concern.
