wwhic****, I don't think the writer was literally asking the questions expecting answers. I think they were rhetorical questions to which she knows the answers and was stating facts, but in the form if questions--probably just to make the reader think and confirm the information for themselves if they weren't already aware.

Added tidbit of information, never drive with your cruise control on in rainy or icy road conditions. If you hit a patch where one of your drive wheels loses traction, your car may sense that you're slowing down and increase acceleration to the slipping wheel to compensate. When the wheel does finally grip the road, life can get real exciting real quick! And yes, I have had this happen to me personally.

Yes, it is the law to have your headlights on if you are using your wipers in bad weather. It is also a law regarding road construction.

Problem is how do you get people to follow the law(s)?

I have my headlights on all of the time because I am fortuante enough to have a vehicle that the lights go off automatically when the car is turned off.

If you really need to ask these questions in a LTE, you probably shouldn't have been issued a Driver's License to begin with.

It is good to have your lights on even in good weather; it just makes you more visible and people are less likely to pull out in front of you.
