Would someone explain what this article is saying?

Is the principal trying to expand the fine arts programs like band, orchestra, theater, art? Or is he trying to put a work program in place where the students are going finish construction on the new building addition? Or are they putting a work mentoring program in place where juniors or seniors can shadow or work with/at a business part time as their school curriculum? Or are they going to try to get more students going out for expanded athletic programs?
