Campana"s philosophy is actually what is wrong with the entire Lycoming County Judicial system.. Punishment, punishment and more punishment as long as the cells are full we can build an empire on punishment. Rehabilitative measures to reduce cost and head count won't work well to to secure a new wanted "unneeded" $40 million facility in which " the punishment will continue,until the morale improves". The current prison system is nothing short of a concentration camp, where by inmates are given zero rehabilitative care. While there is a need for day reporting centers to assist in return to society for inmates, the rehabilitation should begin on day one of any incarceration period regardless of being tried or simply held for trial. In the current system as an untried (Assumed Innocent) individual you are actually more restricted to any rehabilitation, work detail or educational opportunities simply because you don't qualify to be given these choices.
