If you want to open a coal mine or drill a gas well in an area where certain types of rare fish or other endangered wildlife live, be prepared to be told you will have to change your plan....

It is ironic that the title of the editorial could also apply to the efforts by Republicans in Congress to tie funding the government to delaying/defunding/repealing another law that is the law of the land.
