Francine, with your resources, why don't you check and see if the mayor has interest in a redevelopment company. Maybe they are trying to get government contracts for section 8 housing. Maybe they are taking out the "cheap" competition!

This was stated near the bottom of the article:

"Additionally, Scranton places advertisements in newspapers of landlords or owners of rentals who don't pay what they are supposed to and are put on notice publicly."

This is a good idea. If there are certain properties and certain landlords who are the problem, out them.

I am also curios about the Federal documentation about Williamsport and Her oin, so if anyone comes across it, please pass it along.

The yearly inspection does seem to make sense though. It would seem opposition to annual registration and inspection procedures might be the properties to first investigate. The unit inspection seems to be a fee that could be passed on to the tenant by the landlord during the rent, the same way retail passes along sales tax.

Just because you can afford a property and rent it out doesn't make you a landlord either, the same way liking to cook means you should buy/open a restaurant. If there truly is an issue with the way landlords review/accept their tenants, this seems to be a good starting point. Not accepting rolled up cash in a rubber band or accepting product for rent is probably a good start too.

The ordinance reads properties owned or managed by the housing authority, government, hotels, colleges, nonprofits are exempt. So no timberland wont be shutdown. The rental fee inspection fee is $55 if you pass. If you fail you pay $55 plus $30 reinspection fee. By going from once every 4 year to once a year they raise a lot of money. Scranton's property value ***** because of their practices. Same houses you pay 100k here you pay 60-75k there. Why is the mayor taking advice from cities with rising crimerate. Obviously they are not successful. We need to cut back on free services and clampdown on welfare and disability fraud, if it is not easy to live here then they wont live here.
