So the codes department is to become the city of Williamsport's 'Big Brother'. This action will be giving to much power to an entity that has no real power, unless you let the new informants as in the rental police (the group of landlords who take it upon themselves to levee fines on fellow landlords.

I think it is time to wake up and let the police do their jobs. Not the codes department. The codes department can then go back to their real job of giving notice to people for the grass being to high or the snow not removed from sidewalks.
