You don't seem to understand how this works. The party machines will simply offer new trash candidates to replace the outgoing ones. And term limits actually encourage dishonesty. You have a limited time in office, so you have to get what you can while you can.

Florida is a perfect example. Nothing in Florida works. You have to bribe someone to have your trash picked up. Getting a building permit takes weeks.

The concept of term limits is a distraction. Worry more about how the parties manipulate elections. That's the problem.

This is probably the stupidest proposal I have heard "herding cats", herding sheeple, same thing. This is all about consolidating power among fewer elected Reps. To decrease the size of the legislature will result in increased costs to the taxpayer, less reps but more support staff, travel costs, less responsiveness to the taxpayers. If you want to "herd cats", then reduce the influence politicians have over us. Remove the money, remove the lobbyists. When it is cheaper for corporations to legislate competition out of business or lobby for tax breaks and corporate welfare we all suffer, individually and as a state and a nation. The answer for better government is the same as in the private sector. Competition! Competition! Competition!
